The importance of strategies to manage flooding
Flooding can have catastrophic impacts on communities, infrastructure, and the environment. Effective river defence strategies are essential to either prevent floods or minimise their damaging effects.
These strategies are broadly classified into hard engineering, which involves constructing man-made structures, and soft engineering, which works with natural river processes to reduce flood risks.
Hard engineering strategies for flood control
Hard engineering involves the construction of physical structures designed to control river flow and prevent flooding. These methods are often used in areas where immediate and robust protection is needed.
Dams and reservoirs
- Large walls, known as dams, are built across rivers, typically in the upper course, creating an artificial lake or reservoir behind them.
- These reservoirs store excess water during heavy rainfall, reducing flood risk downstream.
- Additionally, the stored water can be used for drinking supplies and to produce hydroelectric power (HEP).
- However, constructing dams is extremely costly, and forming a reservoir may flood existing settlements.
- Eroded material also settles in the reservoir rather than being distributed naturally downstream, potentially reducing soil fertility in agricultural areas and hindering the formation of natural landforms like levees.
Channelisation
- This method involves altering the river channel by widening, deepening, or straightening it.
- Meanders are often removed by creating artificial straight channels, and sometimes riverbeds and banks are lined with concrete to reduce friction.
- These changes allow the channel to hold more water and enable faster flow, moving water out of flood-prone areas more quickly.
- However, this can increase flooding risks downstream as water arrives there at a higher speed, potentially accelerating the creation of erosional landforms.
Soft engineering strategies for flood reduction
Soft engineering focuses on working with natural river processes to manage flooding. These methods are generally less invasive and aim to maintain the river's natural characteristics while reducing flood impacts.
Flood plain zoning
- This strategy involves imposing restrictions on building in areas of the flood plain most likely to be affected by flooding.
- By preventing development, it avoids the creation of impermeable surfaces that increase runoff and ensures there are no structures to be damaged during a flood.
- This approach is cost-effective but can limit urban expansion if alternative building sites are unavailable.
- It also offers no solution for areas already developed.
Washlands
- Specific areas of flood plains are designated to flood deliberately during periods of high river discharge.
- This controlled flooding reduces the risk in more vulnerable or valuable areas downstream.
- Washlands also create wetland habitats that support rare species and are relatively inexpensive to implement.
- However, these areas cannot be used for other purposes, such as agriculture or construction, limiting their utility.
