Sustainable projects for restoring water supply
Where water supplies have been depleted or degraded, restoration projects can help to rebuild them over time. These approaches focus on replenishing groundwater, restoring natural river systems, and protecting aquatic habitats.
Artificial recharge of aquifers
An aquifer is an underground layer of permeable rock or sediment that stores groundwater. Where aquifers have been overexploited – meaning water has been extracted faster than it is naturally replenished – they can be artificially recharged.
This can happen using two main methods:
- Injection wells - Water is pumped directly back into depleted aquifers through purpose-built wells
- Infiltration structures - Water-filled basins, ponds, or trenches are constructed at the surface, allowing water to slowly percolate downwards through the soil and rock into the aquifer below
River restoration
Rivers can be restored to their natural course to improve their capacity to hold water and reduce the risk of flooding.
Habitat restoration
In some cases, the use of a lake for water supply is temporarily paused to allow ecosystems to recover. This gives plants and animals time to return, helping to restore the natural balance of the water body and improve its long-term sustainability as a resource.
Reducing domestic water consumption
Conserving water at the household level is one of the most direct ways to make water supplies more sustainable. A range of strategies can significantly reduce the volume of water used in homes.
Key methods for reducing domestic water use
- Water-efficient toilets - Adding a displacement bag to the cistern or installing a modern low-flush toilet reduces the volume of water used per flush. In 1999, the UK government banned the installation of toilets using more than six litres per flush
- Showers over baths - Taking showers instead of baths uses less water, and water-efficient shower heads reduce consumption further
- Modern appliances - Newer washing machines and dishwashers are designed to use less water per cycle
- Water meters - These charge households for the exact volume of water they use, providing a financial incentive to reduce consumption. In the UK, all houses built since 1990 have been fitted with water meters
- Fixing leaks - Both homeowners and water supply companies can minimise waste by repairing leaking pipes and fittings promptly
- Rainwater harvesting - Rainwater is collected from rooftops and stored in containers such as water butts. This water can then be used for non-potable purposes like watering gardens and flushing toilets
Reducing agricultural water consumption
Agriculture is one of the largest consumers of freshwater globally, so improving efficiency in this sector has a major impact on overall water sustainability.
Techniques for conserving water in agriculture
- Smart irrigation - Systems that monitor local weather conditions and direct water precisely to where it is needed, avoiding unnecessary watering
- Soil moisture monitoring - In the most advanced systems, sensors measure the moisture level around individual plants and automatically trigger irrigation only when levels fall below a set threshold
- Stormwater collection - Rainwater from storms is captured and stored for later use in irrigation
- Early morning watering - Watering crops early in the morning reduces water loss through evapotranspiration
- Contour ploughing - Ploughing across a slope rather than down it slows the movement of water over the surface, reducing direct runoff and allowing more water to infiltrate the soil
- Drought-resistant crops - Genetic modification has produced varieties of important food crops such as maize, millet, and wheat that require less water to grow, reducing irrigation demands
Water recycling and greywater reuse
Recycling water extends the usefulness of existing supplies by treating and reusing water that would otherwise be discharged into rivers or the sea.
Recycled water
Used water can be treated to make it safe for reuse. Most recycled water is directed towards non-potable purposes, though it can also be treated to drinking water standards.
Common uses of recycled water:
- Irrigation
- Industrial processes
- Power plant cooling
- Toilet flushing
Greywater
Greywater refers to relatively clean wastewater from homes and businesses – for example, water from sinks, showers, and washing machines. Because it is not heavily contaminated, greywater can often be reused without extensive treatment.
Uses of greywater without treatment:
- Watering gardens
- Flushing toilets
- Irrigating farmland

Singapore provides a detailed example of how a country with limited natural freshwater resources can manage water supply through a combination of technology, policy, and international agreements.
The challenge
Singapore is a small island nation with very few natural sources of freshwater, yet it has a high demand – the country uses over 400 million gallons of water per day. This mismatch between supply and demand has driven the development of innovative water management strategies.
Strategies used to manage water supply in Singapore
- Desalination - Singapore operates five desalination plants, which convert seawater into freshwater. Together, these can meet around 25% of the country's water demands
- Water recycling (NEWater) - Around 40% of Singapore's water comes from a high-tech recycling plant that uses advanced techniques, including ultraviolet (UV) treatment, to purify used water. The product is branded as 'NEWater'
- Freshwater reservoirs - Marina Bay is a large freshwater reservoir located next to the coast. The Marina Barrage – a dam built across the mouth of the bay – prevents saltwater from entering, protecting the freshwater supply
- Government conservation campaigns - The Singapore government has led strong public campaigns encouraging citizens to use water wisely
- Scaled water pricing - A pricing system charges higher rates to households and businesses that consistently use large volumes of water, incentivising conservation
- International water agreements - Until 2011, Singapore had a water trade agreement with Malaysia, with parts of the agreement remaining in place until 2061. However, this arrangement has become a source of political tension between the two countries, motivating Singapore to pursue greater self-sufficiency in water supply
Singapore's approach demonstrates how a combination of technological innovation, government policy, and demand management can address severe water scarcity in a sustainable way.
