The meaning of Pareto optimality
Pareto optimality describes a state in resource allocation where no individual can be made better off without making at least one other individual worse off. This represents the most efficient use of resources possible under given conditions.
Pareto optimality and the production possibility curve
The production possibility curve (PPC) illustrates the maximum output combinations of two goods that an economy can achieve with its available resources and technology. Points on this curve reflect Pareto optimality in production.
When an economy produces at any point along the PPC, it achieves Pareto optimality because increasing production of one good, such as capital goods, requires decreasing output of another, like consumer goods.
Pareto inefficiency and improvements
Pareto inefficiency occurs when resources are not allocated optimally, allowing for potential improvements without harming anyone.
Features of Pareto inefficiency
Points inside the PPC represent underutilisation of resources. It is possible to increase output of one or both goods without reducing the other, benefiting producers and consumers.

A Pareto improvement happens when reallocating resources makes at least one individual better off without making anyone worse off. If an economy operates at a point with welfare losses, shifting resources can create a Pareto improvement.
